Hanoi Public Lighting Company (HAPULICO) was established in 1982, formerly known as the Light House, established by a decree signed by President Ho Chi Minh in 1954

On April 28, 1995, according to Decision No. 1033/QD-UB of the Hanoi People's Committee, Hanoi Public Lighting Company was merged with Hanoi Automobile Repair Enterprise and renamed Lighting and Urban Equipment Company.

On April 29, 2005, according to Decision No. 64/2005/QD-UB of the Hanoi People's Committee, the Lighting and Urban Equipment Company was converted into the One Member Limited Liability Company for Lighting and Urban Equipment - Hapulico.

On January 18, 2011, according to Decision No. 286/QD-UBND of Hanoi City People's Committee, the One Member Limited Liability Company for Lighting and Urban Equipment was converted into the Lighting and Urban Equipment company limited, organized and operated under the parent company - subsidiary model.
